If C_potential depth determines local processing speed (deeper = faster),
then a galaxy has a RADIAL FRAMERATE GRADIENT:

  Center (SMBH):  c_4D = 1.707c  — overflowed, processing in 4D
  Inner bulge:    approaching c_4D — relativistic effects measurable
  Disk:           ~c             — standard 3D physics
  Halo:           <c effective   — shallow C_potential, barely organized
  Edge:           ~0             — near-free energy, minimal processing

This IS gravitational time dilation (Einstein). The cipher provides
the mechanism: C_potential depth = local processing speed.


SOLVES: THE WINDING PROBLEM

Open problem since the 1920s. If inner galaxy rotates faster than
outer galaxy, spiral arms should wind up tight in 2-3 rotations
and disappear. They don't. Spirals persist for billions of years.

Standard answer: density wave theory (Lin & Shu 1964) — arms are
waves, not material. Explains some but not all spiral structure.

FRAMERATE GRADIENT ANSWER:
The spiral arm is NOT a material structure that should wind up.
It is a STANDING WAVE at the boundary between framerate zones.

The arm sits where the framerate gradient is steepest — the transition
between faster-inner and slower-outer. Material flows through the arm.
The arm persists because the gradient persists.

The spiral pattern IS the framerate gradient made visible.
Like a node on a standing wave — the string vibrates, the node stays.

   Inner electrons orbit faster (higher frequency = faster framerate).
   Valence electrons are slower. Transition zone = where chemistry
   happens (bonding). Same structure, same framerate gradient,

If the framerate gradient is real, and the center processes faster
than the edges, does the SMBH's overflow OPEN a transition for
surrounding matter, or does each parcel of matter face its own
independent threshold?

Working answer: GRADIENT, not gate. The SMBH creates a channel,
not a switch. The channel widens as the galaxy concentrates.
Bulge grows, spiral tightens, disk settles. Each is the 4D
influence expanding outward.

But the outer disk and halo may NEVER transition — their local
C_potential is too shallow to reach the 0.5 ceiling.

The laws of physics we measure are local to our position on the
gradient. A civilization closer to center would measure slightly
different effective constants.
